A major conflict between Russia and Turkey was seemingly averted last week, when their respective presidents, Vladimir Putin and Recep Tayyip Erdogan, met in Moscow and reached a relatively limited arrangement for an immediate ceasefire in Syria’s northwestern Idlib governorate. Nevertheless, to judge by past agreements - which were proclaimed but never fully implemented - the Syrian situation is as fragile as ever.
