104 Palestinians - convicted of murder against Israeli civilians - were to be released, in return for a Palestinian promise to halt their bid to join international conventions as a Palestinian state, causing an uproar among many government officials as well as the Israeli public.
Following the failure of the US-brokered peace negotiations, Knesset Member Orit Struck of Habayit Hayehudi party, filed an amendment to the Presidents Basic Law which would limit the President’s ability to grant amnesty to an offender - charged with or convicted for - a Nationalistic offense motivated against a citizen of Israel. Limiting future Israeli governments of granting gestures to the Palestinians by releasing security prisoners.
