The Non-Proliferation Treaty, signed in 1970, is reviewed every five years. Ahead of this scheduled event there are talks, called PrepCom (short for preparatory committee), between the states which took upon themselves the membership in this club. In this month’s Prepcom, the United States highlighted concerns regarding Russia, China and North Korea. When it turned to Tehran, it made do with an oblique reference, saying only that “questions concerning Iran’s nuclear program and safeguards compliance remain.” As we are interested in answers and not only questions, we wonder whether it means that both the Biden Administration and the IAEA have resigned themselves to the inevitability of a nuclear-armed Iran, or conversely, is a new deal committing Tehran to restraint in the offing.
